Job Description
Summary:
Oversee and manage the Finance Operations function; include daily payment activities, bank reconciliation, payable account follows up and clearance. Work with the financial controller and team to review, improve and tighten internal controls and processes, champion and synchronise best practices to constantly improve productivity and quality of finance and accounting operations, systems and processes.
Assist in Project & Management Expenditure monitoring and tracking of payment draw down for Company projects either CAPEX or OPEX and advise on capitalization and ensure actual project costs within budget. Report and onitor the ME spending and lead the cost containment initiative.
As a Risk & Compliance champion for the Finance department, main coordinator for IDQS activities and liaison person for Local Risk & Compliance matters.
Manage procurement and outsourcing activities to facilitate the business and operations in term of purchasing of services and goods for the Company, coordinates and assist in outsourcing committee to select vendors and service providers to ensure all departments are supplied with the materials, equipment and services required to function optimally, and in compliance with the appropriate guidelines, policies, and approved internal controls.
Assist in ad-hoc assignment and Finance Projects as assigned by superior.
Responsibilities:
1. Payable Function
Oversee and manage the day-to-day account payable function mainly in processing of policy-related payment, vendor payment and staff reimbursement in accordance to DA and ensure requisition are supported and justify before payment is released.
Review and propose update to the Delegated Authority (“DA”) for Board Approval when needed; compile and update the sub delegated authority (by EXCO to their direct reports) from time-to-time for payment reference and ensure update in the system.
Fixed Asset Register are maintained and annual fixed asset confirmation are done to ensure company’s asset are safeguard.
Support the month-end and year-end close processes.
2. Bank Reconciliation and Clearance of Payable Account
Oversee and manage the bank reconciliation process, ensure the reconciliation are performed on timely basis and any unreconciled items are investigated and clear within 3 months.
Timely reconciliation and clearance of payable account (AP & RDB) to ensure no long outstanding balances more than 3 months.
Monthly/Quarterly meeting with BU to follow up on the outstanding items, discuss and ensure issues/gap identified are resolved with appropriate action and control implemented.
3. System Administrator and Others
Finance administration for altHR, APS and Oracle AP module.
Set up and maintain the expenses policy, approval matrix, creation and maintenance of vendor and staff details, workflow and report in system from time to time upon request.
Liaise with Vendor to troubleshoot error and issues raised by user.
Monitoring of EB Outstanding Premium and provide impairment assessment on quarterly basis. Periodically follow up with the EB team on the clearance and action plan.
Assist in ad-hoc assignment and Finance Projects particularly in the area related to Finance Operations as assigned by superior from time to time.
Assist in handling audit (internal/audit) request.
4. Business Risk and Compliance Coordinator
Assist Local IDQS Lead on matters relating to IDQS and liason between Group IDQS auditor and local risk owner on the annual IDQS exercise.
Coordinator for Finance Division on matters related to Risk and Compliance, includes annual exercise on Compliance Self-Assessment Checklist, Risk Control Self Assessment (RCSA), Internal Control Programme (ICP), Incident Reporting, Operational Resilience Self-Assessment and etc., and subsequent validation exercise as at when requested by governance team.
Business Continuity Management; Prepare and review the BC Plan and Annual Business Impact Analysis (BIA) for Procurement and Finance Operations Function.
5. CAPEX and OPEX Monitoring
Project Expenditure monitoring and tracking of payment draw down for Company projects either CAPEX or OPEX and advise on capitalization and ensure actual project costs within budget.
Report and monitor the ME spending and lead the cost containment initiative.
Lead and compiled the annual ME & CAPEX Budget exercise, review and challenge the budget submitted by respective department and ensure that the final budget plan is reasonable and reflecting the overall company business plan direction.
6. Procurement and Outsourcing Activities
Plan, coordinates and review procurement related work to ensure all departments are supplied with the materials, equipment and services required to report business and daily operation, in compliance with the appropriate guidelines, policies and approved internal controls.
Develop, review and implement procurement policy and procedures governing sourcing and procurement activities.
Ensure all procurement activities are effectively managed and are in accordance with the procurement policy and procedures.
Perform Gap Analysis on policy/guidelines related to procurement and outsourcing activities upon request, develop and implement appropriate action plan to ensure timely closure of gap identified.
Facilitate the Tender/FRQ/FRI upon request, and to ensure BU complied to the Procurement Policy and Guideline for procurement activities.
Secretariat to POC.
Facilitate the onboarding process of new vendor, performance review and due diligence on vendor upon renewal.
Oversight outsourcing activities to ensure adequate review of the vendor background and risk assessment are performed in line with group / entity.
outsourcing policy eg. background check, past records history etc.
Facilitate the annual risk and performance review for OSP and submission of Outsourcing Plan to BNM.
Prepare the Board paper on Annual Risk & Performance Review for OSP and Outsourcing Plan for notation and/or approval before submission to BNM.
7. Managerial Responsibilities
Responsible for career management, performance assessment and development of Finance Operations &Control team.
Motivate and guide team member to achieved desired productivity and standards.
Requirements:
1. Education
Preferably has a degree in a relevant discipline, while a professional certification (e.g., ACCA, ACCA, MIA) or relevant technical qualifications are desirable.
2. Experience
Minimum of 6 years experiences in Insurance Industry.
Knowledge in Procurement, Capex and Operating Expense Management and Expense allocation.
Outsourcing knowledge will be an added advantage.
3. Skills
Analytical and numerical skills.
Communication & inter-relation skills.
Business acumen with problem solving skills.
Good understanding of insurance product and Malaysia marketplace conditions.
